Extending the last pension institution principle
Pension applicants will receive their earnings-related pension through a single decision even when their career includes working at the Bank of Finland or in Åland's public sector. In addition, pension institutions' access to health data will be sped up by enabling electronic retrieval of data directly from the Kanta services.

Establishing national backup payment systems
National backup systems will be established in Finland to secure credit transfers, card payments and cash withdrawals during serious disruptions and states of emergency. The systems will ensure daily payments for citizens and businesses in situations where banks' normal systems are not functioning.

Reforming civil servants' working conditions
Civil servants of the state and the Bank of Finland will be guaranteed more comprehensive written information on their terms of employment and the right to free mandatory training that counts as working time. In addition, state civil servants will be able to report short sickness absences more flexibly without a doctor's certificate.

Transfer of Bank of Finland pensions
The administration of pension affairs for the staff of the Bank of Finland and the Financial Supervisory Authority will be transferred to the pension provider Keva. The amount and terms of pensions will remain unchanged, and the Bank of Finland will continue to be responsible for financing them.

Raising Bank of Finland retirement ages
The compulsory retirement age for officials of the Bank of Finland and the Financial Supervisory Authority will rise gradually to 70 years. At the same time, the retirement age of 60 years for officials who began their service before 1992 will be raised in stages.
