Creating a police reserve for disruptions
A volunteer police reserve will be established in Finland to assist the police during major disruptions and exceptional situations. Reservists may be called up to fixed-term public-service employment by a decision of the Government to support police operations.

Civilian intelligence powers for Supo
Legislation on civilian intelligence will be created in Finland, granting the Finnish Security and Intelligence Service (Supo) powers to gather information on activities threatening national security both domestically and abroad. At the same time, criminal pre-trial investigation powers will be removed from Supo, and independent oversight of legality will be created for its activities.

Strengthening Border Guard powers and preparedness
The powers of the Finnish Border Guard will be expanded in incidents during normal conditions, in counter-terrorism and in maintaining border security. At the same time, transport operators will be obligated to check travel documents in internal border traffic as well if border control has been temporarily reintroduced.

Broadening criminal liability for terrorist offences
Counter-terrorism legislation will be tightened to meet the requirements of an EU directive. Independent training for a terrorist offence and facilitating travel for the purpose of terrorism will also become punishable acts.

Clarifying decision-making on international assistance
Clear rules will be established in Finland on how the highest state leadership decides on providing or requesting international assistance to and from other countries. The procedure covers, in particular, assistance obligations under EU treaties as well as crisis situations requiring military force or extensive resources.

Criminalising travel for terrorist purposes
Travelling abroad for the purpose of committing a terrorist offence, as well as attempting and financing such travel, will be made criminal offences. Authorities will be granted the right to use secret coercive measures and secret intelligence gathering to prevent and investigate such travel.

Correcting police international data exchange rules
A technical error made in an earlier legislative amendment will be corrected in the Act on the Processing of Personal Data in Police Operations. A reference to the processing of data under the EU Prüm Decision in international police cooperation will be reinstated into the provision.
