Reforming Hansel's duties and procurement systems
The duties of the central government procurement company, Hansel Oy, will be expanded to the maintenance of the electronic procurement system and the processing of procurement data. The change will improve the transparency of public procurement and make submitting notices smoother.

Automating municipal financial reporting
Financial data from municipalities and joint municipal authorities will be submitted automatically directly from financial management systems to a shared data repository maintained by the State Treasury. The reform replaces previous form-based data collection and improves the timeliness and comparability of municipal finance data.

Military intelligence powers
Statutory powers for military intelligence will be established for the Finnish Defence Forces to detect and anticipate serious military and international threats directed at Finland. The powers cover human intelligence, information systems intelligence, and communications intelligence both domestically and abroad.

Civilian intelligence powers for Supo
Legislation on civilian intelligence will be created in Finland, granting the Finnish Security and Intelligence Service (Supo) powers to gather information on activities threatening national security both domestically and abroad. At the same time, criminal pre-trial investigation powers will be removed from Supo, and independent oversight of legality will be created for its activities.

Criminalising travel for terrorist purposes
Travelling abroad for the purpose of committing a terrorist offence, as well as attempting and financing such travel, will be made criminal offences. Authorities will be granted the right to use secret coercive measures and secret intelligence gathering to prevent and investigate such travel.
