A separate act will be enacted for the transport of dangerous goods in the Finnish Defence Forces and the Finnish Border Guard. The reform clarifies the safety requirements, responsibilities and supervision of military transport.

The Act on the Transport of Dangerous Goods would be reformed to meet modern safety requirements, EU regulation and international agreements. Supervision, division of responsibilities and permit procedures would be clarified for road, rail, maritime and air transport.

Temporary fuel support for transport companies
Road haulage and passenger transport companies would be granted state aid to compensate for sharply increased fuel costs. The purpose of the support is to ease companies' liquidity and safeguard Finland's security of supply.

Allowing electronic road consignment notes
Finland will adopt an international agreement that allows the use of electronic consignment notes in the road transport of goods alongside paper documents. The use of electronic consignment notes will also become easier in domestic transport, but using them will remain voluntary for businesses.

Enhancing weight enforcement for heavy transport
Rules on automatic remote identification will be introduced for monitoring heavy vehicle overloads, and declaring weight information for containers will become mandatory. The reform will improve road safety and reduce road wear.
