Reforming eastern border fence compensation
Compensation paid to landowners for permanent barriers and the barrier fence in the border zone will be decided by an expropriation committee of the National Land Survey of Finland instead of the Finnish Border Guard. The change will speed up and harmonise the assessment of compensation by drawing on the real estate expertise of the National Land Survey of Finland.

Transfer of research ethics committees
Legislation on medical research will be updated to align with the health and social services reform, transferring the duties of hospital districts to wellbeing services counties and the HUS Group. At the same time, the fees charged for statements by regional research ethics committees will be clarified.

Stricter cheating rules for language examinations
Clear sanctions will be laid down in law for cheating and disorderly conduct in national certificates of language proficiency examinations. Candidates caught cheating will have their examination disqualified and face a six-month ban on taking examinations in the language concerned.

Reforming clinical trial evaluation
Finland will introduce common EU rules for clinical trials on medicinal products, and the ethical evaluation of clinical trials will be centralised under a single national committee. At the same time, requirements concerning participant consent and the processing of personal data will be clarified.
