Easing staffing obligations in elderly care
Municipal obligations regarding the expertise required in services for older persons will be eased, and the separate designated responsible worker in elderly care will be abolished. Older persons will be assigned a designated worker under the Social Welfare Act.

Binding staffing ratio for elderly care
A statutory minimum staffing ratio of at least 0.7 employees per client will be introduced for 24-hour housing services with care and long-term institutional care for older people. In addition, a uniform national RAI assessment system will be introduced for assessing the need for regular services for older people.

Facilitating vocational rehabilitation for youth
Young people aged 16–29 will be able to access Kela's vocational rehabilitation and receive a rehabilitation allowance without an illness or injury diagnosis if their functional capacity is impaired. The reform will particularly help young people outside education and employment to receive early support for life management and employment.
