Taxing offshore wind in economic zone
Property tax and income tax will be introduced for offshore wind turbines built in Finland's exclusive economic zone, with the majority of the revenue allocated to the state and one-fifth to neighbouring coastal municipalities. At the same time, property tax on offshore wind power will be reduced so that its taxation corresponds better to that of onshore wind power.

Streamlining land-use planning
Finland's land use legislation will be reformed to streamline land-use planning and promote investments. The reform eases guidance from the regional land use plan, sets a minimum distance for wind turbines, and strengthens landowners' right of initiative in planning.

Competitive tendering for offshore wind power
Clear rules and a competitive tendering model will be established for the construction of offshore wind power in Finland's exclusive economic zone. The Government will select suitable maritime areas, and the Energy Authority will tender the rights to exploit them to companies.

Transport safety rules for maritime workers
Dedicated safety rules will be established for the transport by ship of industrial personnel working at sea, such as those constructing wind farms. Workers will no longer be equated with ordinary ship passengers, allowing for transport requirements better suited to their skills.

Private nature reserves will be exempt from property tax. The reform aims to encourage landowners to protect nature without a tax burden.

Competitive aid for renewable electricity
A premium scheme based on competitive tendering will be introduced in Finland for renewable electricity to support the most cost-effective power plant investments. At the same time, the previous feed-in tariff scheme will be closed to new biogas and wood fuel power plants.

Closing the wind power feed-in tariff scheme
The wind power feed-in tariff scheme will be closed to new projects once the statutory quota is filled. Entry into the scheme will require a valid quota decision, which will remain valid until the beginning of November 2017 at the latest.
