Obtaining a permanent residence permit in Finland will, as a rule, require six years of residence as well as skills in Finnish or Swedish and work experience. However, the permit can be obtained faster with sufficiently high income, excellent language skills or by completing a higher education degree in Finland.

Municipalities participating in the municipal pilot to promote employment will be granted the right to issue more statements related to unemployment security to their own clients. The change will streamline the processing of unemployment benefit matters and reduce jobseekers' need to deal with both the municipality and the public employment services (TE services).

Extending municipal employment trials
The validity of the municipal trials on promoting employment will be extended until the end of 2024. Municipalities in the trial areas will continue providing employment services to their clients without interruptions before the permanent transfer of services to municipalities.
