Reforming personal identity codes
Foreign nationals will be able to obtain a Finnish personal identity code more easily and quickly than before, for example through electronic remote registration. In addition, new personal identity codes will no longer indicate gender, and personal identity codes may no longer be used alone to identify a person.

Streamlining registration of moves with Estonia
Finland and Estonia will begin exchanging population register data electronically, meaning that persons moving between the countries will not need to submit the same certificates separately to both countries. A new electronic identification means will be created for foreign citizens to interact with public authorities, and the use of European identification means in Finnish services will be expanded. Streamlining vehicle registration and driving licences
Electronic vehicle registration will be made easier by allowing transactions on behalf of another person under authorisation, and passport photographs already held in the police register can be used for driving licences. At the same time, information exchange between authorities will be enhanced, and the separate non-disclosure for personal safety in the vehicle register will be abolished.
