Wellbeing services counties would be able to apply to the Ministry of Finance for additional time to cover their accumulated deficits until the end of 2027 or 2028. In addition, the deadline for submitting wellbeing services counties' investment plans to ministries would be postponed.

Transferring fisheries fund audit duties
Audit duties for the European Maritime, Fisheries and Aquaculture Fund will be transferred from the Ministry of Agriculture and Forestry to the Ministry of Finance. Correcting errors in county funding
Calculation errors identified in central government funding for wellbeing services counties can be corrected more flexibly than before. Exceptional items will be removed from municipalities' past financial statements so that the funding received by the counties corresponds to actual costs.

The use of distributed ledger technology, or blockchain technology, will be enabled in securities trading and settlement in the financial markets under the EU pilot regime. The board of directors of the Government ICT Centre Valtori will be abolished and the agency will move under the direct steering of the Ministry of Finance. The chief executive officer of Valtori will be appointed by the Government.
