Lowering elderly care staffing ratio
The statutory minimum staffing ratio for 24-hour care for older people will decrease to 0.6 workers per client from the beginning of 2025. The previous plan to raise the staffing ratio to 0.7 workers is cancelled completely.

Postponing tighter elderly care staffing ratios
The full entry into force of the minimum staffing ratio of 0.7 employees in 24-hour care for older people will be postponed until December 2023. From the beginning of April 2023, however, the staffing requirement will rise temporarily to 0.65 employees per client.

Increasing central government transfers to municipalities
The central government transfer to municipalities for basic public services will be increased from the beginning of 2021. In addition, municipalities will be granted temporary additional support to mitigate the economic impact of the coronavirus epidemic.

Easing staffing obligations in elderly care
Municipal obligations regarding the expertise required in services for older persons will be eased, and the separate designated responsible worker in elderly care will be abolished. Older persons will be assigned a designated worker under the Social Welfare Act.

Reforming elderly home and housing services
Home care and housing services for older people and others in need of support will be reformed to improve their quality and availability. Home care will begin to be provided around the clock according to need, and long-term institutional care in social welfare for older people will be phased out over a transition period.

Expanding care technology in social services
Technological solutions and technical surveillance will be introduced more widely across social welfare services to support client care and safety. The use of technology may also be taken into account when calculating staffing ratios for round-the-clock care for older people.
