Protecting partial early old-age pensions
A partial early old-age pension granted before 16 January 2026 will not reduce the general support received by an unemployed person. The change rectifies the situation for people who, when making their pension decision, did not know that it would affect the amount of the new general support.

Ending national pension payments abroad
In the future, the national pension will no longer be paid to people living abroad. Only persons residing in Finland will receive the pension going forward.

More flexible pension funding and competition
Earnings-related pension companies will be able to price the administrative cost component of insurance contributions individually according to their own actual costs. In addition, the rules on accumulating pension funds will be made more flexible in exceptionally weak investment market situations.

Easier EU pension transfers to Finland
Pension accrued in the service of the European Union could be transferred to the Finnish earnings-related pension system more easily. The entitlement would also apply to fixed-term employees without requiring a prior pension transfer from Finland to the EU.

The minimum age for an earnings-related pension will rise gradually from 63 to 65 years and will later be linked to life expectancy. The reform standardises pension accrual, replaces part-time pension with new pension types and extends working careers.

Retaining farmers' early retirement support terms
The terms of early retirement support for farmers will be kept unchanged until the end of the scheme's validity, despite the 2017 earnings-related pension reform. The basic amount of early retirement support will continue to be converted into an old-age pension when the beneficiary reaches the age of 63.

Reforming athletes' pension and accident coverage
The upper age limit for the obligation to insure professional athletes will rise from 43 to 65 years, and the old-age pension age will be linked to the general earnings-related pension age. At the same time, overlapping sickness allowance and accident compensation for farmers will be curtailed.
