The new act will speed up and streamline the construction of ultra-fast optical fibre and mobile networks in Finland. Telecom operators will be able to utilise existing infrastructure more easily, and binding deadlines will be set for network construction permit procedures.

The rescue authority could require the owner of a building to acquire and maintain equipment for new broadband public authority communications in high-risk premises. Failure to comply with the obligation could be enforced with a conditional fine or a threat of performance.
