Expanding digital platform tax information exchange
The reporting obligation of digital marketplaces and rental platforms to the Finnish Tax Administration would be extended to countries outside the EU. This would enable Finland to automatically exchange tax information regarding platform income with non-EU countries as well.

Clarifying minimum tax rules for shipping
A technical correction would be made to the shipping rules on the minimum taxation of large groups. The tax treatment of rental income from vessels would be aligned with the EU directive in situations where a vessel is chartered within the same group.

Land rental income as capital income

The obligation of state agencies to lease their premises primarily from the Senate Group will be transferred from a decree directly into an act. At the same time, the conditions under which premises may exceptionally be leased from other operators will be clarified.

Bareboat chartering under the Finnish flag
Finnish shipping companies will be able to bring vessels chartered from abroad without a crew temporarily under the Finnish flag without having to remove the vessel from its home country's register. Finnish legislation will apply on the vessels, opening up new employment opportunities for Finnish seafarers.

Extending restrictions on municipal health and social services contracts
The scope for municipalities to carry out long-term outsourcing of health and social services and major property investments will be restricted until the end of 2022. The opportunities for municipalities and joint municipal authorities to make major construction investments in health and social services and long-term service outsourcings will be restricted more strictly than before. The period of validity of the restrictions and of municipal health and social services cooperation obligations will be extended by one year due to delays in the health and social services reform.

Easing car tax on leased cars
Car tax will only be paid on leased and rental cars used temporarily in Finland according to their actual period of use. At the same time, the conditions for the export refund of car tax will be eased, and decisions will be issued electronically.
