Victims of discrimination will be ensured a better opportunity to conciliate their cases or seek a resolution without fear of the time limit for bringing an action expiring. At the same time, the independence and smooth operation of equality and non-discrimination authorities will be strengthened.

New agency for special authorities
A new agency will be established under the Ministry of Justice to bring together the administrative and support services of eleven independent special authorities. The authorities, such as the various ombudspersons and the Safety Investigation Authority, will retain their independence and current duties.

Promoting equality and protection against discrimination
Equality planning will be extended to early childhood education and care, and supervision of discrimination in working life will be enhanced. The definition of harassment will be broadened, and the right of persons with disabilities to reasonable accommodation will be clarified.

Establishing a rapporteur on violence against women
Acting as an independent rapporteur on violence against women will be added to the duties of the Non-Discrimination Ombudsman. The Ombudsman will begin monitoring and assessing violence against women and domestic violence and reporting on it to the state leadership.

Establishing the ombudsman for older people
An autonomous and independent Ombudsman for Older People will be established in Finland to promote the status and rights of older people. The Ombudsman will monitor the conditions and legislation concerning older people and bring their perspective into public decision-making.
