Increasing transparency and independence at Yle
The Finnish Broadcasting Company (Yle) will be required to publish more detailed information on its spending and operations than before. At the same time, protection against dismissal for editors-in-chief will be strengthened to safeguard editorial independence.

Lowering broadcasting tax and raising VAT
The public broadcasting tax paid by individuals would be reduced by raising the lower limit of taxable income and lowering the maximum amount of the tax. At the same time, the VAT rate on public broadcasting would rise from 10 per cent to 14 per cent.

Abolishing radio must-carry obligations
Cable operators and housing companies will no longer need to distribute Yle radio channels in their cable networks. The change will free up network capacity for faster and higher-quality broadband connections.

Restricting Yle's online text content
Yleisradio's ability to publish text-only news online will be restricted. Online texts will as a rule have to be linked to Yle's video or audio content so that operations comply with EU state aid rules.

Exempting low earners from broadcasting tax
Low earners will be exempt from the public broadcasting tax, and liability to pay the tax will only begin at higher income levels. At the same time, the maximum amount of the broadcasting tax will rise slightly for higher earners.

Exempting low-income earners from broadcasting tax
The minimum amount of public broadcasting tax collected will rise from 51 euros to 70 euros. As a result of the change, around 300,000 of the lowest-income Finns will be completely exempt from paying the tax.
