Obtaining Finnish citizenship will require knowledge of the functioning and basic principles of Finnish society. The required knowledge will be demonstrated through a passed citizenship test or certain studies completed in Finland.

Free civil service language examinations
The civil service language examination demonstrating excellent proficiency in Finnish or Swedish will become free of charge for upper secondary school graduates and higher education students. Candidates may register free of charge up to three times per examination component.

Strengthening learning support in upper secondary schools
General upper secondary students will receive a statutory right to remedial teaching and special needs education, and it will become possible to take an examination in music, visual arts, or physical education in the matriculation examination. In addition, English-language general upper secondary education and an English-language matriculation examination will be made possible for young people whose proficiency in Finnish or Swedish is not sufficient for a regular general upper secondary school.

Transferring evaluation and examination bodies
The Finnish Education Evaluation Centre and the secretariat of the Matriculation Examination Board will be transferred to become separate units within the Finnish National Agency for Education from the beginning of 2018. The Finnish National Agency for Education will provide the administrative and support services for the units, but the actual evaluation and examination duties of the units will remain independent.

Requiring five matriculation examination tests
The matriculation examination will require five tests, and candidates will also be able to take the examination in English. In addition, registration for tests will be made more flexible and the use of previously completed tests will be facilitated.

Equating the Abitur examination
The Deutsche Internationale Abitur examination will be equated with the Finnish matriculation examination. Those who complete the qualification will receive the same general eligibility for higher education.

Digitalising the matriculation examination
The matriculation examination tests will be phased into a digital format between 2016 and 2019. At the same time, candidates' examination performances and their grading marks will begin to be stored directly in the matriculation examination register.
