Extending wellbeing services counties' deficit coverage
Wellbeing services counties would be able to apply to the Ministry of Finance for additional time to cover their accumulated deficits until the end of 2027 or 2028. In addition, the deadline for submitting wellbeing services counties' investment plans to ministries would be postponed.

More flexible municipal finances and administration
The Local Government Act and the Transfer Tax Act will be amended to streamline municipalities' financial management, decision-making, and cooperation. Among other things, the reform clarifies the rules on electronic meetings, extends the right of initiative, and establishes a statutory framework for mergers of joint municipal authorities.

Extending municipal deficit coverage periods
Municipalities and joint municipal authorities could be granted a two-year extension to cover their budget deficits if their financial difficulties are due to the coronavirus pandemic. This would give municipalities more time to adjust their finances and postpone potential crisis municipality assessment procedures.

Tightening fiscal correction and oversight
The Government will be required to submit a report to Parliament on deviations in general government finances following EU recommendations and to justify publicly any disagreements with the National Audit Office of Finland. The amendment brings national legislation into line with the requirements of the EU Stability Treaty.
