Easing firearms regulations and storage requirements
Storage requirements for deactivated firearms and antique black powder firearms will be eased, meaning they will no longer need to be stored as strictly as operational firearms. In addition, reporting practices for firearms businesses will be clarified and provisions on the revocation of permits will be harmonised with the EU directive.

Streamlining defence export controls
Defence materiel exports will be streamlined by introducing a general export licence for temporary and non-commercial exports to trusted countries. Penalties for firearms offences and the possession of bladed weapons would be tightened substantially, and carrying an unlicensed firearm in a public place would generally result in an unconditional prison sentence. In addition, transferring or handling a firearm for the purpose of committing a serious offence would be criminalised as a separate offence.

Licensing the export of cartridge components
Exports of firearm cartridge components, such as cartridge cases, bullets and powder, outside the European Union will become subject to a licence. Exporting them without a licence will be made a punishable offence.

Rules on presenting permanently deactivated firearms and firearm components to the police will be made more flexible. A deactivated firearm can be inspected at any police department or at the National Police Board, in addition to the police department of the owner's home municipality.

Correcting the gun safe transition period
The act corrects an erroneous section reference in earlier legislation. Owners of more than five firearms are ensured a five-year transition period to acquire an approved gun safe or storage space.
