Sustainability requirements for renewable fuels would be tightened and extended to cover smaller heating and power plants than before, as well as electricity-based renewable fuels. An increasing number of energy producers would have to verify the sustainability of their fuels and report on them to the authorities.

Clarifying emissions trading and technical amendments
The Emissions Trading Act will be updated to align more closely with EU legislation, and technical errors identified in the act will be corrected. At the same time, the rules on when installations burning large amounts of biomass must be covered by emissions trading will be clarified.

Biomass sustainability criteria in emissions trading
Solid and gaseous biomass used by installations covered by emissions trading will only be considered zero-emission if it meets sustainability criteria. In addition, the implementation of official decisions related to emissions trading will be expedited and provisions on the recovery of emission allowances will be clarified.

Extending sustainability criteria for biomass fuels
The act lays down new sustainability requirements for solid and gaseous biomass fuels, such as wood fuels and biogas. The amendment will ensure that bioenergy used in energy production is produced sustainably and that its emission reductions are adequate.
