Restricting municipal outsourcing and investments
The opportunities for municipalities and joint municipal authorities to make major construction investments in health and social services and long-term service outsourcings will be restricted more strictly than before. The period of validity of the restrictions and of municipal health and social services cooperation obligations will be extended by one year due to delays in the health and social services reform.

Improving seafarers' protection in business transfers
Seafarers' employment relationships and terms will transfer automatically to the new owner when shipping operations are transferred to another company. The change brings the rules on maritime employment into line with other labour legislation and EU law.

Employers will no longer need to notify the public employment services (TE services) of lay-offs or dismissals affecting at least ten employees. The employer's obligation to inform dismissed employees about public employment services will also be abolished.

Employees dismissed on production-related or financial grounds will be guaranteed the right to employer-funded coaching and six months of occupational health care. The reform applies to organisations with at least 30 employees and individuals who have been employed for at least five years.

Facilitating basic banking and bank switching
Everyone legally resident in the EEA will be guaranteed the right to a basic payment account and online banking credentials without discrimination. In addition, transferring a bank account and recurring payments from one bank to another will become easier through a mandatory account switching service.

Reforming Church personnel and employee rights
Church employers will no longer be required to maintain a statutory service register for their staff. In addition, church officeholders will gain the right to paid leave to seek employment in redundancy situations and clearer leave entitlements for holding municipal positions of trust.

Repealing the pay television implementation act
Finland will repeal the national implementation act for the European convention on the protection of pay television services. The convention falls within the exclusive competence of the EU and binds Finland directly through the Union.
