Digitalising and centralising public administration archiving
A new Archiving Act will be enacted in Finland, bringing public administration archiving into the digital age and centralising permanently preserved electronic data in the National Archives of Finland. The reform makes it easier to find public authority materials and enables municipalities and wellbeing services counties to transfer their electronic archives into the central government's shared repository.

Decisions and notifications from public authorities will primarily be sent electronically to Suomi.fi Messages to everyone who uses official online services. However, anyone wishing to continue receiving paper mail will be able to do so by requesting it separately.

Abolishing citizen advice and Suomi.fi changes
The general Citizen Advice service of the Digital and Population Data Services Agency will be abolished, and the agency will focus on supporting e-services and its own digital services. At the same time, the obligation for authorities to use the Suomi.fi Data Exchange Layer will be removed, and some electronic support services will become subject to a fee for some user organisations.

Consolidating state customer service points
In-person customer services of state authorities will be consolidated into shared customer service points across Finland. At the service points, people will be able to handle matters with several authorities under one roof in person or via a remote connection, as well as receive digital support.

Central government authorities will be obliged to assess the information security and preparedness of their information systems at least as self-assessments.
