Financial support for voluntary municipal mergers
The state will resume paying financial support to municipalities that merge voluntarily. In addition, any losses in central government transfers resulting from a merger will be compensated to the new municipality for a fixed period.

Extending health and social services contract restrictions
The dissolution of joint municipal cooperation areas for health and social services and major outsourcing projects will be restricted while the new health and social services reform is being prepared. The period of validity of the investment and contract restrictions imposed on municipalities will be extended.

Discretionary merger grants for crisis municipalities
When a municipality in a difficult financial position merges with another municipality, the new municipality may be granted a discretionary government merger grant. The grant will facilitate voluntary municipal mergers and strengthen the finances of the new municipality.

Extending health and social services co-operation
The obligation of municipalities to provide health and social services in co-operation areas will be extended until the end of 2018. The amendment will ensure uninterrupted service provision and prevent the dissolution of co-operation areas before the extensive health and social services reform.

Abolishing merger assessments and dismissal protection
