Facilitating family reunification for protected minors
The income requirement for obtaining a residence permit will be abolished for family members of minors receiving international or temporary protection in Finland. In addition, a child will be considered a minor in family reunification on the basis of the date the application was submitted, even if they turn 18 during processing.

Three-tiered support in early childhood education
A three-tiered support model will be created in early childhood education and care, guaranteeing children the right to receive the support they need as early as possible. Support will be divided into general, intensified and special support according to the child's individual needs.

A statutory maximum caseload would be set for child welfare social workers so that workers have more time to focus on each child's situation. A single social worker could be responsible for a maximum of 35 children in 2022–2023 and a maximum of 30 children from 2024 onwards.
