Penalties for the exploitation of workers will be toughened by introducing new provisions in the Criminal Code on extortion in working life and aggravated extortion in working life. Punishing abuse will no longer require demonstrating grounds for discrimination.

Expanding and streamlining plea bargaining
Plea bargaining will be expanded to cover aggravated narcotics offences, aggravated robberies and aggravated human trafficking. A person suspected of an offence can receive a more lenient sentence by confessing to their act, which speeds up and eases the judicial process.

Taking foreign business prohibitions into account
Business prohibitions imposed or business offences committed in another EEA country can in future be taken into account in Finland when considering a business prohibition against a person. Authorities will also begin exchanging information on valid business prohibitions with other EU and EEA countries.

Extending business prohibitions to self-employed professionals
A business prohibition could also be imposed on private self-employed professionals, and authorities could more readily ask the police or Finnish Customs to investigate the prerequisites for a prohibition. At the same time, it would ensure that the mere materialisation of business risk and insolvency does not lead to a business prohibition.
