Transferring employment and business services to regions
Employment and economic development services and regional development tasks will be transferred from central government and regional councils to the new regions from the beginning of 2020. The services will transition to a multi-provider model where jobseekers and businesses can also choose services from private providers.

Transferring transport duties to regions
The transport duties and staff of the ELY Centre (Centre for Economic Development, Transport and the Environment) will be divided between the regions to be established, the Finnish Transport Infrastructure Agency and the traffic control company. Regions will become responsible for regional road maintenance and public transport, but ownership of the highway network will remain with the state.

Establishing the Growth Services Agency
A new central government agency, the Growth Services Agency, will be established to be responsible for national information systems and digital services for employment and economic development services. Securing guarantees for transferred debts

Clarifying the Åland regional tax deduction
The calculation rules for the regional deduction in central government taxation granted to residents of Åland will be clarified as part of the broader health and social services and regional reform.
