Facilitating business start-ups while unemployed
An unemployed person will be able to start business activities and receive unemployment benefits for the first four months without an assessment of whether the activity is full-time. At the same time, conditions for the mobility allowance will be improved and eligibility extended to short part-time work.

The official Finnish name of the Ministry for Foreign Affairs will be changed to ulkoministeriö. At the same time, the rules on how decisions on appointments to fixed-term public-service posts are made in the Government will be clarified.

Price cap on electronic identification chaining
A temporary price ceiling will be set on data transmission fees charged when creating a new electronic identification means using another identification means. The change will increase competition between electronic identification services and make it easier to offer alternative identification methods.

Shorter validity for duplicate driving licences
A duplicate or replacement licence for a driving licence issued before 2013 and valid until the age of 70 will be issued only for a fixed term. Depending on the vehicle category, the new licence will be valid for 5 or 15 years instead of the previous long period of validity.
