Extending Covid restrictions and Covid pass
The validity of temporary Covid-19 restrictions, health security measures on entry, and the national use of the Covid pass would be extended until the end of June 2022. The use of the Covid pass would be specified so that it must be required for the entire opening hours if it is used to replace official restrictions.

Transport safety rules for maritime workers
Dedicated safety rules will be established for the transport by ship of industrial personnel working at sea, such as those constructing wind farms. Workers will no longer be equated with ordinary ship passengers, allowing for transport requirements better suited to their skills.

Introducing new EU border systems
Finland will introduce the EU's new entry/exit and travel authorisation systems for crossing external borders. Visa-exempt travellers will be required to obtain an electronic advance authorisation, and biometric data will be registered for border crossers instead of stamping passports.

Covid certificates and testing for travellers
Passengers arriving in Finland will be required to present a certificate of covid-19 vaccination, recovery from the disease, or a negative test result. If a passenger does not have a certificate, they must take a covid-19 test upon arrival and, if necessary, a second test later.

Enhancing aviation safety and criminal liability
Finland will bring into force three international aviation safety conventions and expand the scope of application of its Criminal Code to offences committed on flights. At the same time, attempts to commit certain dangerous acts and interference with traffic will be made punishable.

Covid certificate requirement for incoming travellers
Passengers arriving in Finland from risk areas will be required to present a certificate of a negative covid test or a previous infection. Transport companies must inform passengers of these requirements before travel.

Air passenger data for crime prevention
Airlines would be required to disclose their passenger data to the authorities for the prevention of terrorism and serious crime. The data would be processed by a joint passenger information unit of the police, Finnish Customs and the Finnish Border Guard.

Streamlining ship safety regulation and inspections
Ship inspection and safety practices will be simplified, and the reporting of passenger data to authorities will be reformed. Certain vessels will be able to switch to self-monitoring for inspections, and traditional vessels will be allowed dedicated rules that take their special characteristics into account.

Reforming and expanding traveller protection
The new act will replace the Package Travel Act and extend travellers' rights to cover combinations of travel services assembled online and separately. At the same time, the rules on cancelling trips, limits on price increases, and compensation in cases of non-conformity will be clarified.
