A statutory transparency register will be established in Finland, where companies and organisations must report lobbying directed at Parliament and the ministries. The aim of the reform is to improve the transparency of political preparation and decision-making.

Ending earmarking of gambling proceeds
Proceeds from Veikkaus will no longer be distributed directly to specific public-interest causes, but will instead be channelled directly into the state budget. The activities of non-profit organisations and other beneficiaries will be funded from regular state budget funds.

The Prime Minister's Office will, as provided by law, be responsible for the shared information management and information systems of the Government and the ministries. The ministries will continue to oversee the separate information management of their own sectors.
