Higher education students will no longer be able to hold multiple study rights leading to degrees at the same or a lower level at the same time. If a student accepts a new higher education place, any existing right to study at the same or a lower level will automatically expire.

Expanding Border Guard technical surveillance
The Finnish Border Guard will receive new powers to detect and locate radio equipment and its signals near the borders, in maritime areas and in airspace to improve situational awareness and in search operations. At the same time, conventional technical surveillance, such as camera surveillance, will be expanded to new areas and purposes.

Clarifying vocational education regulation and funding
Withdrawals of the right to study in vocational education and training and education provider licences can be targeted at specific competence areas rather than an entire qualification.
