Major health and social services construction projects by companies owned by municipalities and joint municipal authorities will become subject to an exemption permit procedure before the health and social services reform. Any financial consequences of unlawful contracts will fall directly on the municipalities and their companies rather than on financiers.

The opportunities for municipalities and joint municipal authorities to make major construction investments in health and social services and long-term service outsourcings will be restricted more strictly than before. The period of validity of the restrictions and of municipal health and social services cooperation obligations will be extended by one year due to delays in the health and social services reform.

Large construction investments in health and social services as well as long-term outsourcing contracts by municipalities and joint municipal authorities are temporarily restricted ahead of the upcoming health and social services reform. A termination clause must be included in new extensive contracts, and a ministerial exemption is required for major construction projects.
