Merging Tampere universities and educational cooperation
The two universities in Tampere will be merged into a new foundation university, with Tampere University of Applied Sciences also brought under its auspices. Extending laboratory animal protection to foetuses
Legislation on the protection of animals used for scientific purposes will be extended to cover advanced foetuses of birds and reptiles. At the same time, the processing of animal test licences will be streamlined, and supervisory authorities will be granted the power to suspend activities temporarily if animal welfare is suspected to be compromised.

Streamlining research use of health data
Health and social services client data can be utilised more easily and quickly for purposes such as scientific research, statistics and innovation activities. State compensation for nurse prescribing training
The state will begin paying compensation to healthcare employers for training in limited prescribing for nurses. The subsidy will compensate employers for tuition fees charged by universities of applied sciences.

Procuring language teaching between higher education institutions
Universities and universities of applied sciences will be able to provide language and communication training included in degrees jointly or purchase it from another higher education institution. Higher education institutions will thus no longer need to organise all such teaching entirely themselves.
