The saving will balance central government finances in a situation where the tax revenues of the churches are estimated to increase correspondingly due to other tax changes.

Limiting index increases in church funding
The annual index increases in central government funding received by the Evangelical Lutheran Church and the Orthodox Church will be reduced in 2024–2027. Increases will be calculated based on the rise in the consumer price index minus one percentage point.

Freezing index increases in church funding
Price-level adjustments to state funding for the churches will be frozen for 2017–2019 as part of central government spending cuts. The amount of funding will be kept at the 2016 level for three years.

Opening Hansel's procurement services to municipalities
The central government purchasing body Hansel Oy and KL-Kuntahankinnat Oy, owned by the Association of Finnish Municipalities, will be merged. Municipalities, churches and Keva will also be able to make their purchases of goods and services through Hansel.

Lowering the Orthodox Church voting age
The voting age in Orthodox Church elections will be lowered to 16. At the same time, the term of office of the church assembly will be extended to four years and church administrative provisions will be clarified.
