Reforming foster care and restrictive measures
Disciplinary measures and restrictions for children in child welfare foster care will be clarified, and locating children who have run away without permission will be made easier by lowering the threshold for mobile phone tracing. A new rehabilitative closed institutional service will be established for children who commit serious crimes, and the maximum duration of a special care period will be extended.

Raising informal and family care fees
The minimum fee for support for informal care will be raised and the income security of commissioned family carers will be strengthened when care ends unexpectedly. The changes will enter into force at the beginning of 2026.

Raising aftercare age for unaccompanied minors
The upper age limit for support measures for young people who arrived in Finland as unaccompanied minors and have been granted a residence permit will rise from 21 to 25. The state will reimburse municipalities for the costs of young people's housing and support services up to the age of 25.

Improving family carers' fees and leave
The minimum fee and statutory leave for family carers will be increased, and they will begin to be offered regular health checks. At the same time, the maximum number of clients cared for in a family home will be raised to six.

Higher government transfers for informal care
The state will increase central government transfers to municipalities for basic public services from July 2016. The additional funding will fully cover the costs incurred by municipalities from the reforms to informal care and family care.

Expanding informal care support and leave
All informal carers who have concluded an agreement will be guaranteed the right to at least two days off per month, and municipalities will be obliged to organise coaching and health checks for them. In addition, municipalities can provide days off and substitute care also to those caring for a close person who do not have an official informal care agreement.
