Anticipating health risks using patient data
Wellbeing services counties will be granted the right to analyse patient data in their registers to detect residents' health risks and treatment gaps in advance. Healthcare professionals will be able to use this data to contact residents belonging to risk groups and invite them for check-ups or treatment.

Permanent patient data sharing in Uusimaa
The wellbeing services counties of Uusimaa, the City of Helsinki and the HUS Group will continue to be permitted to disclose patient data to one another to the extent required for treatment, unless the patient has prohibited this. The procedure, which has been in force temporarily, will be made permanent by law.

Expanding access to communicable disease registers
Healthcare personnel involved in the prevention and control of communicable diseases would be granted the right to access the communicable disease registers of THL (the Finnish Institute for Health and Welfare) directly via remote access. The amendment will speed up contact tracing and streamline epidemic control work.

Extending Kanta service transition periods
Health and social services providers will be given additional time to implement the new obligations of Kanta services. At the same time, the transfer of patient data between treatment facilities will be clarified and hospital social workers' right of access to information from Kela (the Social Insurance Institution) will be improved.

Reforming client data and medication lists
Rules on the processing of client data in health and social services will be compiled into a single new act and aligned with the EU General Data Protection Regulation. The reform will also enable the introduction of an up-to-date national medication list.
