Permitting and construction of production plants important for national defence, such as ammunition and explosives factories, will be accelerated. New plants can be sited outside detailed plan areas under a separate siting permit without a slow planning process.

Streamlining defence export controls
Defence materiel exports will be streamlined by introducing a general export licence for temporary and non-commercial exports to trusted countries. At the same time, compliance and record-keeping obligations for companies exporting defence materiel and the supervisory powers of the authorities will be tightened.

Licensing the export of cartridge components
Exports of firearm cartridge components, such as cartridge cases, bullets and powder, outside the European Union will become subject to a licence. Exporting them without a licence will be made a punishable offence.

VAT exemption for NATO forces' purchases
Purchases of goods and services as well as imports by the armed forces of other NATO countries participating in common defence activities in Finland will be exempt from value added tax (VAT). The exemption will be implemented under the same principles as in defence cooperation between EU member states.

Repealing an obsolete defence materiel act
Finland will repeal an obsolete act on Nordic industrial cooperation in the defence materiel sector. The act is being repealed because Denmark is acceding to a newer Nordic security of supply agreement that replaces the earlier provisions.

Reforming Nordic defence materiel cooperation
