Tackling problems in housing companies
Housing companies will receive better means to tackle nuisances from short-term letting and other housing disruptions, as well as take possession of flats using electronic service of notice. In addition, the controlled winding-down of struggling housing companies will be made lighter, and the division of maintenance responsibilities will be clarified.

Expanding the range of biofuel feedstocks
The range of raw materials approved for the production of transport biofuels and biogas will be expanded in line with EU regulation. Fuel distributors will be able to use new raw materials, such as industrial side streams and certain crops, to meet their distribution obligation.

Developing transport information systems and ticketing
Information systems compliant with EU legislation will be introduced in Finland for electronic freight transport information and for data on recharging and refuelling points. At the same time, the interoperability of public transport tickets will be improved and access to transport register data clarified.

Slowing fuel distribution obligation increases
The distribution obligation for transport fuels will be increased more moderately than previously enacted in 2025–2027, curbing price pressures on petrol and diesel. At the same time, fuel distributors will also be able to fulfil their obligation through public charging electricity and by financing other emission reduction measures.

Reform of charging and refuelling regulations
A new act will be enacted in Finland to supplement the EU regulation on electric vehicle recharging points and alternative fuels. Traficom (the Finnish Transport and Communications Agency) will supervise the operation of the recharging and refuelling network, payment methods, and the transparency of price information.

Facilitating accessibility and sustainability in housing companies
Shareholders in a housing company will be granted the right to carry out alterations improving accessibility in the company's common areas at their own expense. In addition, older housing companies will be able to decide by majority vote on reforms promoting sustainable living and energy efficiency more quickly than at present.

Exemptions from building energy inspections
Provisions will be added to the act on when certain buildings are exempt from mandatory energy efficiency inspections of heating and air-conditioning systems. The amendment supplements the implementation of an EU directive and concludes the infringement procedure concerning Finland.
