The change aligns the age limits for social security benefits with the end of compulsory education and the age at which parents' maintenance liability ends.

Pregnant women will be eligible to receive special pregnancy allowance more often and also on a partial basis if working conditions endanger their health and no alternative work is available. Donors of organs, tissues or cells will be fully compensated for loss of earnings resulting from the procedure.

The waiting period for sickness allowance for entrepreneurs insured under the Self-Employed Persons' Pensions Act (YEL) will be shortened to one day, and the level of minimum daily allowances under health insurance will be increased.
