Prosecuting threats against work and office
An illegal threat made because of work duties or a public position of trust will become subject to public prosecution if the perpetrator is outside the work community. Initiating a preliminary investigation and bringing charges will no longer require a demand for punishment from the victim.

Adapting EU data protection rules
A new Data Protection Act will be enacted in Finland to supplement the directly applicable EU General Data Protection Regulation. At the same time, the old Personal Data Act will be repealed and the supervision of data protection will be centralised under the Data Protection Ombudsman.

Clarifying and strengthening trade secret protection
A new Trade Secrets Act will be enacted in Finland, consolidating the protection of trade secrets into a single act and improving the remedies available to businesses to address the unauthorised use of secrets. At the same time, the act will protect the right to report wrongdoing and an employee's right to provide necessary information to a shop steward or employee representative.

Reforming Yle's remit and governance
Provisions on the public service remit of the Finnish Broadcasting Company (Yle) will be updated and specified. At the same time, the role of the Administrative Council appointed by Parliament will be strengthened by transferring decision-making power over company strategy to it.
