Broadening substitute social worker eligibility
A person who holds a relevant higher education degree in social services or social sciences and has completed basic and intermediate studies in social work may also serve as a substitute social worker. The reform will ease the shortage of staff in the social services sector and in child welfare in particular.

State funding for social work research
A permanent state funding system will be created for scientific research in social work. The Ministry of Social Affairs and Health will be able to award annual funding to high-standard research projects in social work.

Improving mental health and substance abuse services
Mental health and substance abuse services will be brought more closely into ordinary health and social services, and help will also become easier to access for other addictions. The reform will improve continuity of care and increase home-based services and low-threshold support, such as outreach work and substance abuse day centres.

Expanding social lending nationwide
Social lending will become a mandatory service in all wellbeing services counties. Low-income and indebted people will be able to apply for social credit regardless of where they live.

Universities will receive state compensation for the costs of organising specialist training in social work. The compensation will be based on the number of completed training programmes.

Capping child welfare caseloads
A statutory maximum caseload would be set for child welfare social workers so that workers have more time to focus on each child's situation. A single social worker could be responsible for a maximum of 35 children in 2022–2023 and a maximum of 30 children from 2024 onwards.
