Expanding access to communicable disease registers
Healthcare personnel involved in the prevention and control of communicable diseases would be granted the right to access the communicable disease registers of THL (the Finnish Institute for Health and Welfare) directly via remote access. The amendment will speed up contact tracing and streamline epidemic control work.

Establishing a national Genome Centre
A new expert authority, the Genome Centre, will be established in Finland to guide and support the use of human genomic data in healthcare and medical research. The centre will operate as an independent unit within THL (the Finnish Institute for Health and Welfare) and provide national recommendations as well as general advice.

Incorporating THL's vaccine research services
The commercial vaccine research operations of THL (the Finnish Institute for Health and Welfare) will be transferred to a new state majority-owned limited liability company. The reform will clearly separate research funded by pharmaceutical companies from official state vaccine procurement.

Fees for health and social data
The Social and Health Data Permit Authority will be able to charge a fee for the extraction and processing of datasets related to data requests. At the same time, controllers providing data will receive compensation for their delivery costs.

Clarifying shelter funding and administration
The funding of shelter services will shift from separate agreements to a pure discretionary government grant model. THL (the Finnish Institute for Health and Welfare) will select shelter service providers through official administrative decisions.

Clarifying continuation of forensic psychiatric care
The act lays down clear rules for continuing involuntary care for forensic psychiatric patients in situations where the six-month time limit for a decision has exceptionally expired. THL (the Finnish Institute for Health and Welfare) will decide on continuing or terminating care in such delay situations.

Transferring prison health care
Prisoners' health care will be transferred from the Criminal Sanctions Agency to a new agency to be established in the administrative branch of the Ministry of Social Affairs and Health. At the same time, prisoners' medical care will be brought under the same official supervision as other public health care.
