A new Archiving Act will be enacted in Finland, bringing public administration archiving into the digital age and centralising permanently preserved electronic data in the National Archives of Finland. The reform makes it easier to find public authority materials and enables municipalities and wellbeing services counties to transfer their electronic archives into the central government's shared repository.

Clarifying judicial administration data protection
The responsibilities of judicial administration authorities and the National Prosecution Authority as data controllers will be clarified, and data protection for parties to criminal proceedings will be strengthened. The disclosure of contact details of persons involved in criminal cases will be restricted to improve safety, and stricter processing rules will be laid down for sensitive information.

Digital education and career planning service
A new national digital service, Osaamispolku, will be established in Finland to support citizens in their education and career choices and in developing their competence. The service will bring together education and labour market data and offer AI-based suggestions according to the user's interests and skills.

User rights to device data
Consumers and businesses will gain the right to access data generated by their smart devices and share it onwards, for example with repair and maintenance services. Traficom (the Finnish Transport and Communications Agency) will supervise compliance with the data-sharing rules and will be able to impose administrative fines for infringements.

Pilot collection of subsidised transport data
A pilot will be launched in Northern Finland to bring together data on passenger transport reimbursed by wellbeing services counties and Kela (the Social Insurance Institution). The data will be used to explore possibilities to combine rides and save costs, but services for passengers will remain unchanged during the pilot.
