Reforming the taxation of permanent establishments
The taxation of companies' establishments located in different countries will be clarified in line with international models. Internal dealings between parts of an enterprise, such as royalties and service fees, can be taken into account more comprehensively when calculating the taxable income of an establishment.

More flexible agency office network
The Digital and Population Data Services Agency will be able to decide on the locations of its offices in its own rules of procedure instead of by government decree. Foreign companies managed from Finland will be taxed in Finland on their worldwide income in the same way as domestic companies. The reform prevents tax avoidance in situations where a company is registered abroad even though its management operates in Finland.

Downsizing and centralising district courts
The number of district courts in Finland will be reduced from 27 to 20, and their court locations will be cut. In addition, the handling of certain demanding categories of cases, such as company reorganisations and maritime law cases, will be centralised in fewer district courts than before.

Reforming joint public service points
Joint customer service points in public administration will be reformed to better provide guidance and support for digital transactions. Customer services can be provided via remote connections or home visits, for example, alongside traditional in-person visits.

Introducing corporate exit taxation
A tax will be introduced for companies in situations where they transfer their assets or business outside Finland's taxing rights. Under certain conditions, the tax imposed on unrealised capital gains accrued on the assets may be paid in instalments over five years.
