    Centralising reception preparedness

    Responsibility for contingency planning for the reception of large-scale entry will be transferred entirely from the ELY Centres (Centres for Economic Development, Transport and the Environment) to the Finnish Immigration Service (Migri). At the same time, the provision previously obliging municipalities to establish reception centres will be removed from the act.

    An asylum seeker could be ordered to reside at a designated reception centre and report there regularly. For an unaccompanied child aged 15 or over, a residence requirement within the reception centre grounds would serve as a less severe alternative to detention prior to removal from the country.
