Streamlining state contributions to social benefits

Reforming pension company management qualifications
The qualification and eligibility requirements for the management and administrative bodies of earnings-related pension insurance companies will be tightened and clarified. At the same time, it will be made easier to appoint financial sector experts to the administrative bodies of the companies, and the liability for damages of the Board of the Finnish Centre for Pensions will be specified.

More flexible pension funding and competition
Earnings-related pension companies will be able to price the administrative cost component of insurance contributions individually according to their own actual costs. In addition, the rules on accumulating pension funds will be made more flexible in exceptionally weak investment market situations.

Rental housing financing and remote meetings
Subsidiary housing companies of earnings-related pension companies will continue to be allowed to take on debt to build rental housing until the end of 2027. At the same time, insurance companies will be enabled to hold remote and hybrid general meetings under the exact same rules as other limited liability companies.

Unemployment insurance contributions will, as a rule, be collected from employers based on actual wages reported to the incomes register. Employers may, however, still choose an advance payment based on an estimated payroll.

The minimum age for an earnings-related pension will rise gradually from 63 to 65 years and will later be linked to life expectancy. The reform standardises pension accrual, replaces part-time pension with new pension types and extends working careers.

Strengthening risk management in pension institutions
Private-sector pension institutions will be required to regularly draw up a risk and solvency assessment to support their operations. In addition, the option for housing company subsidiaries of earnings-related pension companies to use debt financing will be extended.
