Unemployment benefit will decrease by 4.65 per cent if an unemployed person does not work sufficiently or participate in employment services during a three-month monitoring period. At the same time, the waiting period at the start of unemployment will be shortened from seven days to five days.

Facilitating business start-ups while unemployed
An unemployed person will be able to start business activities and receive unemployment benefits for the first four months without an assessment of whether the activity is full-time. At the same time, conditions for the mobility allowance will be improved and eligibility extended to short part-time work.

Reforming employment services and unemployment security
Periodic interviews every three months will be introduced for the unemployed, and unemployment benefit funds will be used to pay pay subsidies, start-up grants and mobility allowances. In addition, work trials will be expanded to support recruitment, and short-term business activities will be facilitated through adjusted benefits.

Lowering unemployment benefits for immigrants
Unemployed immigrants to Finland will be paid an integration subsidy that is 10 per cent lower than the labour market subsidy for a maximum of three years. The change aims to curb public expenditure and reduce Finland's pull factors.

Centralising pay security and unemployment guidance
The processing of pay security matters and guidance on the implementation of unemployment security will be centralised nationwide at the Uusimaa ELY Centre (Centre for Economic Development, Transport and the Environment). At the same time, the post of unemployment security ombudsman will be abolished to streamline administration.

Protecting older workers' unemployment allowance
The earnings-related unemployment allowance of an unemployed person aged 58 or older will no longer decrease even if they accept lower-paid work and become unemployed again. At the same time, Kela (the Social Insurance Institution) and unemployment funds will be granted the right to monitor beneficiaries' income using data from the Finnish Tax Administration.
