Gender hatred as an aggravating circumstance
Committing an offence motivated by hatred based on the victim's gender will be added to the Criminal Code as an aggravating circumstance. In addition, legal persons can be held criminally liable for certain offences committed out of gender hatred, such as aggravated defamation or unlawful threat.

Prosecuting threats against work and office
An illegal threat made because of work duties or a public position of trust will become subject to public prosecution if the perpetrator is outside the work community. Initiating a preliminary investigation and bringing charges will no longer require a demand for punishment from the victim.

Tackling the exploitation of foreign labour
A foreign worker exploited in their employment would be able to change employers freely or receive an extended permit for one year to seek new work. At the same time, employers guilty of abuses could be barred from recruiting foreign workers for a fixed period.

Faster processing of offences against children
The investigation and processing of violent and sexual offences against children will be made urgent throughout the criminal process. In court, the main hearing in these cases must be initiated no later than 30 days after the case is brought before the court.

Improving access to pay security
Victims of severe work-related exploitation will be granted more time to apply for unpaid wages through the state pay security scheme. At the same time, the processing of pay claims based on court decisions and settlements will be clarified, and the pay security authority's access to information will be expanded.

Finland will approve the International Labour Organization (ILO) protocol to strengthen action against forced labour and related human trafficking. In addition, the protocol will improve the protection of victims and their right to remedies.
