A dedicated residence permit will be created for startup companies to be established in Finland, and the first residence permit for specialists will be extended to two years. Renewing residence permits will become easier, as it will no longer be necessary to give fingerprints again for an extended permit.

The state will begin reimbursing municipalities for the costs of emergency aid provided to asylum seekers who are no longer covered by reception services. Kela will pay municipalities compensation for temporary accommodation, food and necessary medicines.

Introducing residence requirements for asylum seekers
An asylum seeker could be ordered to reside at a designated reception centre and report there regularly. For an unaccompanied child aged 15 or over, a residence requirement within the reception centre grounds would serve as a less severe alternative to detention prior to removal from the country.

Occupational safety and health authorities will receive broader rights to exchange confidential information with other authorities to combat the grey economy. Lowering unemployment benefits for immigrants
Unemployed immigrants to Finland will be paid an integration subsidy that is 10 per cent lower than the labour market subsidy for a maximum of three years. The change aims to curb public expenditure and reduce Finland's pull factors.

Reforming identity card application and delivery
An identity card can be applied for electronically without visiting a police station, and the finished card will be delivered directly to a collection point. Cards can also be applied for at Finnish missions abroad, but health insurance details will be removed from new cards.

The Helsinki Administrative Court will be able to hear asylum appeals decided under an accelerated procedure in a single-judge composition. The amendment corrects a technical error in an earlier legislative amendment and restores the previous procedure.
