Demonstrating the sustainability of low-carbon fuels
Finland will introduce a system allowing companies to demonstrate the sustainability of low-carbon fuels and hydrogen as well as greenhouse gas emission reductions of at least 70 per cent. The change will also enable these fuels to be verified as zero-emission in emissions trading.

A new act will be enacted in Finland to supplement the EU regulation on electric vehicle recharging points and alternative fuels. Traficom (the Finnish Transport and Communications Agency) will supervise the operation of the recharging and refuelling network, payment methods, and the transparency of price information.

Introducing purchase subsidies for hydrogen vehicles
State purchase subsidies will begin to be granted for the purchase or leasing of hydrogen-powered vans and lorries. At the same time, subsidy terms for electric and gas-powered commercial vehicles will be updated to comply with EU state aid rules.

Abolishing car tax on electric cars
Car tax on fully electric and hydrogen cars will be abolished entirely and their annual vehicle tax will be increased. The reform is intended to encourage the acquisition of zero-emission cars and reduce transport emissions.

Finland will introduce a new system of guarantees of origin for energy, expanding from electricity to also cover gas, hydrogen, as well as heating and cooling. In addition to renewable energy, guarantees of origin will also be granted for nuclear power and waste heat and cold.

Harmonising alternative fuel distribution
Finland will introduce harmonised technical requirements and labelling for electric vehicle recharging points and alternative fuel refuelling stations. Consumers will receive clearer information on the compatibility of different fuels and recharging options with their vehicles, as well as on price comparisons.
