Finland will introduce a long-term visa for students, researchers, corporate executives and employees of certified employers, as well as their family members. Under the reform, individuals granted a residence permit could travel to Finland immediately without waiting for a residence permit card.

Access to the EU common identity repository
The police, the Finnish Border Guard and Finnish Customs will be granted access to the EU's common identity repository for the purpose of identifying persons. The reform will speed up identity verification and enhance border security and crime prevention.

Reforming visa reviews and DNA sampling
Processing of requests for administrative review of negative visa decisions will be transferred from missions abroad to the Ministry for Foreign Affairs, and a fee will be charged for processing. The applicant will be able to take the DNA sample required for a residence permit themselves under official supervision, without a healthcare professional.

Extending appeal rights for visa decisions
Negative, annulled or revoked visa decisions could be appealed to an administrative court. The reform will improve the legal protection of visa applicants and bring Finnish legislation into line with EU law.
